The Indian government amended the Apprenticeship Act, 1961, keeping in view the growing importance of apprenticeship training, and approved the National Apprenticeship Promotion Scheme (NAPS) on 19th August, 2016.
Objective of NAPS
NAPS is a key program launched by the Ministry of Skill Development and Entrepreneurship (MSDE) to proactively create and increase the number of skilled manpower in India, in addition to making apprenticeship engagement smoother for both candidates and employers. The scheme is intended to promote and support apprenticeship culture mainly in the Micro Small Medium Enterprises (MSME) segment to build productivity and capacity of resources.

Implementation of NAPS
The Apprenticeship Programme in India, under the Apprentices Act 1961, is implemented by the Ministry of Skill Development and Entrepreneurship (MSDE) at the national level. The MSDE has entrusted the Directorate General of Training (DGT) to implement the apprenticeship training falling under Designated Trades category, while the National Skill Development Council (NSDC) has been delegated the responsibility for implementation of apprenticeship training under Optional Trades category. DGT implements the apprenticeship training through its Regional Directorates of Skill Development and Entrepreneurship (RDSDE) for designated trades.
Framework of NAPS
NAPS framework essentially aims at making apprenticeship engagement between the apprentice and the establishment or employer friendlier, while being supported by a well-defined legal framework to achieve the same. NAPS training structure ensures transparency, efficiency and quality in the overall apprenticeship program in India. It strikes a balance between the industry needs and the amount of manpower ready to become employable on all the existing infrastructure without any additional cost to the trainer/establishment.
Scope of NAPS
NAPS covers all categories of apprentices except apprentices which are covered under National Apprenticeship Training Scheme (NATS) administered by the Ministry of Human Resource Development.
This scheme will cover all categories of apprentices except the Graduate, Technician and Technician (Vocational) apprentices which are covered by the scheme administered by Ministry of Human Resource Development.
Eligibility criteria under NAPS
As trainees are expected to fulfill minimum age and qualification criteria, employers or trainers are also expected to match the set eligibility criteria to be able to execute practices under NAPS.

Fields of Apprenticeship Training
Apprenticeship Training is provided to trainees in two types of fields.

Training in these two fields are provided in two different way
1. Basic training
Consists of theoretical and practical instructions relating to On-the-job training that is to be imparted post completion of basic training.

2. On-the-job training
Training conducted at the workplace in an establishment by the employer.
- Duration of both trainings is 6-24 months, however, 6-36 months in case of designated trades.

- Submitting the claims of basic training cost in case the employer is a Basic Training Provider under NAPS.
